Issues with sending PMs?

A few people have reported problems with sending personal messages. I haven't had these problems myself so its hard for me to know what to look for and fix.. if anyone is having these problems:

1. What is the exact message that is displayed? Can you attach a screenshot?
2. Try logging out, clearing cookies, and logging back in again. Does the problem persist?
